Carroll
County Dept of Recreation and Parks
Carroll County offers recreation programs for youth, adults,
and senior adults, including arts/crafts activities, home/garden programs,
fitness/wellness classes, youth/family programs, bus trips, and special events.
Several recreation councils, all with offices at the county recreation
department, offer programs in their specific local areas. Winfield Recreation Council,
410-875-0431, offers aerobics, slimnastics, team sports, cheerleading, karate,
square dancing, summer playground, and wrestling. Woodbine Recreation Council,
301-829-2348, offers art, basketball, Easter egg hunt, fitness, karate,
knitting, softball, Tai Chi, yoga and volleyball. Freedom Area Recreation Council,
410-549-6296, uses the facilities of the local elementary, middle, and high
schools for its programs, along with
West Carroll Recreation Council, 410-775-1506, focuses exclusively on youth, offering team sports, cheerleading, karate, lacrosse, baseball camp, weightlifting, and wrestling. Westminster Area Recreation Council, 410-795-8422, offers aerobics (JaK Works and Heartlight), band, baseball, boys' travel basketball, girls' basketball, girls' (league & summer camp), clogging, golf (all levels), gymnastics, horse care and riding, majorette corps, rugby, running (with the Westminster Roadrunners), soccer, square dancing, swimming, Tae Kwon Do instruction, volleyball, walking (with the Piedmont Pacers), wrestling, and yoga. Charles Carroll Recreation Council, 410-751-9584, emphasizes affordable sports programs and recreation services and sponsors a College Scholarship Program for two graduating seniors from the Union Mills/Silver Run area or ones who have participated in this recreation council's program.
North Carroll
Recreation Council, 410-239-3814, offers indoor and outdoor team sports,
cheerleading, youth lacrosse, drama, gymnastics, swing dancing, ballet (age 3
& up), aerobic dancing; square dancing; wrestling, summer playground,
karate, horseback riding lessons, and camps (soccer; field hockey; girl's
lacrosse; boys and girls basketball, X-tra Innings baseball). Specialized
recreation councils include Seniors In Action
Recreation Council, which focuses on leisure services for active,
independent senior citizens in Carroll County; Carroll County Equestrian
Council, 410-848-7208, which maintains an equestrian center with two
full-size rings and a cross-country course located off Grimville Rd in Mt Airy,
and offers trail rides, Scout programs, trail maintenance/work day
opportunities, guest speakers at monthly meetings on equine related topics, and
membership with benefits; Therapeutic Recreation
Council, 410-386-2604, which offers adult activities including bowling,
basketball, water therapy, Special Olympic track and field training, art
programs, and Wild Ones for ages 26 and older; and youth programs, including
bowling, swimming, summer day camp, art instruction, soccer, basketball, and
Turtles preschool swim; and Carroll County
Arts Council, a membership based organization which operates the Carroll
Arts Center in Westminster that includes an art gallery, a 263-seat theater,
and art classrooms. The Arts Council regularly offers films and concerts to the
public, rents the facility to local performers and cultural organizations,
sponsors a musical instrument bank for students enrolled or about to enroll in
an instrumental music program at their school, and offers a variety of classes

Recreation facilities in Mt Airy include 10 parks, open
daily from dawn to dusk, which collectively feature Ball Fields (Football,
Baseball, Softball, Soccer), Playgrounds, Tennis Courts, and Pavilions (some
with picnic facilities). Picnic pavilions are available to be reserved.
Features unique to particular parks include street hockey, basketball court,
and a fishing pond at 12 acre Prospect Park, 107 Prospect Road; skateboard
area, trail, and gazebo at Watkins Park, 615 Center St; play & nature areas
at Wildwood Park; horse shoe pit and volleyball court at 27 acre Summit Ridge
Park; and nature trails & picnic area at East-West Park.
New Windsor Recreation
Recreational facilities in New Windsor include Baseball Fields

Sykesville Parks & Recreation
Recreation facilities in Sykesville include 10 parks (Beach,
Bloomfield, Burkett, Beach, Jones, Shannon Run, Old Main Line, South Branch,
Little Sykes Railway, Lexington Run) and a linear trail (Sykesville linear
trail). The parks collectively feature playground equipment and play fields.
Taneytown
Parks & Recreation
Recreation facilities in Taneytown include six parks
(Taneytown Memorial, Roth Avenue, Taneytown High School/Skate, Roberts Mill,
Flickinger, Bollinger), which collectively feature ball diamonds, multi-purpose
fields (some lit), football fields (one open, one under construction),
basketball & tennis courts (some lit), picnic pavilions (some lit),
playgrounds, open space, restrooms and parking.

Municipal recreation facilities in Westminster include City
Playground, Westminster Municipal Jaycee Park, Belle Grove Square Park,
Uniontown Road Athletic Field, King Park, Dutterer Family Park, Community
Building, Westminster Municipal Pool (325 Royer Rd), Family Center and
neighborhood facilities on Charles Street, Schoolhouse Avenue, Bishop's Garth,
and Whispering Meadows. The parks and neighborhood facilities collectively
feature tot lots, basketball, tennis & volleyball courts, ball fields,
pavilions, concession stands, and restrooms. Unique features include a soccer
and rugby field at Uniontown Road Athletic Field, park benches at Belle Grove
Square Park, a fitness court at Whispering Meadows (off Uniontown Road), a
playground at Dutterer Family Park, picnic tables at Westminster City
Playground, and a meeting/party room, and kitchen at the Community Building.
