Carroll County offers recreation programs for youth, adults, and senior adults, including arts/crafts activities, home/garden programs, fitness/wellness classes, youth/family programs, bus trips, and special events. Several recreation councils, all with offices at the county recreation department, offer programs in their specific local areas. Winfield Recreation Council, 410-875-0431, offers aerobics, slimnastics, team sports, cheerleading, karate, square dancing, summer playground, and wrestling. Woodbine Recreation Council, 301-829-2348, offers art, basketball, Easter egg hunt, fitness, karate, knitting, softball, Tai Chi, yoga and volleyball. Freedom Area Recreation Council, 410-549-6296, uses the facilities of the local elementary, middle, and high schools for its programs, along with South Carroll Senior Activities Center and the Carrolltown Center Community Room. Youth activities (age 3 & up) include team sports, cheerleading, baton and pompom, lacrosse, dance (ballet, tap, jazz), aerobics, Tae-Kwon-Do, ceramics, drama, and preschool aerobics. Youth summer programs include recreational summer day camp, and specialty camps (sports, drama, baton and pompom, band). Adult activities include yoga, team sports (men's slow and fast pitch softball, coed volleyball, men's basketball), aerobics, Tae-Kwon-Do, Tai-Chi, and ceramics. Central Carroll Recreation Council (www.sandymountrec.org/), 410-871-1020, offers youth and adult karate, adult men's basketball, youth football/cheerleading, youth fall co-ed travel and in-house soccer, girls' spring soccer, youth lacrosse, horseback riding safety, adult fitness, youth baseball and softball, youth ballet/tap/jazz classes, youth and adult computer learning club, drama/theater workshop class, Creative Memories class, tumbling, art camp, volleyball and an annual Easter Egg Hunt.

West Carroll Recreation Council, 410-775-1506, focuses exclusively on youth, offering team sports, cheerleading, karate, lacrosse, baseball camp, weightlifting, and wrestling. Westminster Area Recreation Council, 410-795-8422, offers aerobics (JaK Works and Heartlight), band, baseball, boys' travel basketball, girls' basketball, girls' (league & summer camp), clogging, golf (all levels), gymnastics, horse care and riding, majorette corps, rugby, running (with the Westminster Roadrunners), soccer, square dancing, swimming, Tae Kwon Do instruction, volleyball, walking (with the Piedmont Pacers), wrestling, and yoga. Charles Carroll Recreation Council, 410-751-9584, emphasizes affordable sports programs and recreation services and sponsors a College Scholarship Program for two graduating seniors from the Union Mills/Silver Run area or ones who have participated in this recreation council's program.

North Carroll Recreation Council, 410-239-3814, offers indoor and outdoor team sports, cheerleading, youth lacrosse, drama, gymnastics, swing dancing, ballet (age 3 & up), aerobic dancing; square dancing; wrestling, summer playground, karate, horseback riding lessons, and camps (soccer; field hockey; girl's lacrosse; boys and girls basketball, X-tra Innings baseball). Specialized recreation councils include Seniors In Action Recreation Council, which focuses on leisure services for active, independent senior citizens in Carroll County; Carroll County Equestrian Council, 410-848-7208, which maintains an equestrian center with two full-size rings and a cross-country course located off Grimville Rd in Mt Airy, and offers trail rides, Scout programs, trail maintenance/work day opportunities, guest speakers at monthly meetings on equine related topics, and membership with benefits; Therapeutic Recreation Council, 410-386-2604, which offers adult activities including bowling, basketball, water therapy, Special Olympic track and field training, art programs, and Wild Ones for ages 26 and older; and youth programs, including bowling, swimming, summer day camp, art instruction, soccer, basketball, and Turtles preschool swim; and Carroll County Arts Council, a membership based organization which operates the Carroll Arts Center in Westminster that includes an art gallery, a 263-seat theater, and art classrooms. The Arts Council regularly offers films and concerts to the public, rents the facility to local performers and cultural organizations, sponsors a musical instrument bank for students enrolled or about to enroll in an instrumental music program at their school, and offers a variety of classes and camps for students. Westminster Skate Park provides facilities for skateboarding and in-line skating. Carroll Gymnastics Center offers year-round classes for boys and girls, including Mom & Me (1 1/2 to 3 years), Preschool (3 to 5 years), Boys and Girls Basics (6 years and up), Cheerleading (6 years and up), and Adult (ages 16 and up). Boys and Girls Intermediate and Advanced classes are available by invitation, as well as a girl's competitive team. Carroll County Sports Complex provides facilities for sports leagues and tournaments, and offers organized sports programs, including softball, baseball, soccer, flag football, and basketball. Piney Run Nature Center offers programs for all ages, from toddler through senior citizen, including. Nature Camp (K-8), Mother Nature programs (ages 3-10 with a parent), Holiday Craft Workshops, field trips; Apple Festival, Herb Festival, kayak lessons and programs, family camp-over, year-round environmental programs for school and community groups, and Junior volunteer programs (ages 12-18). The center features dozens of exhibits, including live reptiles, injured hawks, vultures, and owls, with naturalists available to answer questions, lead hikes, and present programs. The nature center offers reciprocal benefits with Bear Branch Nature Center. Piney Run Recreation and Conservation Council, 225 N Center St in Westminster, helps Piney Run Park and Nature Center by providing volunteer hours, financial assistance, and advice for programs and exhibits related to conservation, outdoor recreation, and nature.

Recreation facilities in Hampstead include five parks (Oden Kemp Town Center, Main Street Memorial, Chief Sites Memorial, Melvin Miller Memorial, Hampstead Municipal). Oden Kemp Town Center Park n Houck Ave features a basketball court and playground equipment; Chief Sites Memorial Park on Lower Beckleysville Road offers a playground, walking path, picnic tables and skate area; Melvin Miller Memorial Park on Main Street features tennis courts and an all purpose blacktop court; and Hampstead Municipal Park currently houses ball diamonds and a multipurpose field; and is slated for a pavilion, picnic area, and volleyball courts. Main Street Memorial Park, 1211 Main St, hosts outdoor events throughout the year, North Carroll Community Pond, off MD Rt. 30 near North Carroll Middle School, offers a playground, picnic tables, fishing pond, and ice skating (weather permitting). Roberts Field Pond on North Woods Trail provides a stocked fishing spot. Kimberly Village Playground on Sugar Maple Street features a tot lot and swing set. 18-hole Oakmont Green golf course is a PGA facility on Golf View Lane. Historic Hampstead Train Station, a restored museum and visitors' center courtesy of the efforts of the Hampstead Train Station Committee, Inc, is located on Shiloh Avenue. North Carroll Senior Center provides activities, transportation and fund-raising activities for seniors.

Recreation facilities in Manchester include 82 acres of parks, including Christmas Tree Park off York Street, the largest developed park area in Manchester. Park amenities include large & small pavilions, which are available for daily rental. North Carroll Recreation Council offers a variety of programs for all ages (see county parks overview for details).

Recreation facilities in Mt Airy include 10 parks, open daily from dawn to dusk, which collectively feature Ball Fields (Football, Baseball, Softball, Soccer), Playgrounds, Tennis Courts, and Pavilions (some with picnic facilities). Picnic pavilions are available to be reserved. Features unique to particular parks include street hockey, basketball court, and a fishing pond at 12 acre Prospect Park, 107 Prospect Road; skateboard area, trail, and gazebo at Watkins Park, 615 Center St; play & nature areas at Wildwood Park; horse shoe pit and volleyball court at 27 acre Summit Ridge Park; and nature trails & picnic area at East-West Park. Skateboard Park, 301-829-8373, is supervised and open year round, weather permitting (after school MWF till 8 PM, Sat 9 AM-8 PM/Dusk, Sun 1-6 PM). Mt Airy Senior Center, 703 Ridge Ave, 301-829-2407, provides a variety of events and activities.

Recreational facilities in New Windsor include Baseball Fields (410-775-2407), Lions Park Pavilion, and New Windsor Town Park, corner of Main St and Greenvalley Rd, which houses Spring House, a historic structure that the town's Heritage Committee is working to preserve and restore. Special events are planned for this purpose, including Archeological Digs that are open to the public.

Recreation facilities in Sykesville include 10 parks (Beach, Bloomfield, Burkett, Beach, Jones, Shannon Run, Old Main Line, South Branch, Little Sykes Railway, Lexington Run) and a linear trail (Sykesville linear trail). The parks collectively feature playground equipment and play fields. Shannon Run Park houses a gazebo; Burkett Park offers a picnic area/shelter and a new tetherball court; Bloomfield Park features an open play area, and Little Sykes Railway houses a 1949 12 gauge Children's Train. Millard Cooper Park (available for rental) features a concession area and a new, expanded lighted playground; and hosts events such as the annual Family Fun Day Festival in July, and Sykesville Concerts in the Park during the summer. Nearby Sykesville Middle School hosts a Memorial Day Kickball Tournament for youth in grades 6-8.

Recreation facilities in Taneytown include six parks (Taneytown Memorial, Roth Avenue, Taneytown High School/Skate, Roberts Mill, Flickinger, Bollinger), which collectively feature ball diamonds, multi-purpose fields (some lit), football fields (one open, one under construction), basketball & tennis courts (some lit), picnic pavilions (some lit), playgrounds, open space, restrooms and parking. Taneytown Memorial Park (Route 140 at Park Dr), the town's largest at 40 acres, also features a fishing pond. 19 acre Roberts Mill Park (4501 Stumptown Rd) offers lit soccer/lacrosse fields and a spring fed pond that supports a variety of wildlife, surrounded by a lighted walking trail. Taneytown High School Park's Skate Park area offers quarter pipes, grind rails, jump boxes and spine, and is open to all visitors. Bollinger Park, currently under development, is expected to feature a 6 ft. paved walking trail with fitness stations, a picnic area, and a frisbee golf field. The picnic pavilions are available for rental. Athletic programs that use local facilities include FSK Jr. Eagles Football, Soccer & Lacrosse, West Carroll Field Hockey, Taneytown Lions Baseball and Softball, and Taneytown Youth Basketball.

Municipal recreation facilities in Westminster include City Playground, Westminster Municipal Jaycee Park, Belle Grove Square Park, Uniontown Road Athletic Field, King Park, Dutterer Family Park, Community Building, Westminster Municipal Pool (325 Royer Rd), Family Center and neighborhood facilities on Charles Street, Schoolhouse Avenue, Bishop's Garth, and Whispering Meadows. The parks and neighborhood facilities collectively feature tot lots, basketball, tennis & volleyball courts, ball fields, pavilions, concession stands, and restrooms. Unique features include a soccer and rugby field at Uniontown Road Athletic Field, park benches at Belle Grove Square Park, a fitness court at Whispering Meadows (off Uniontown Road), a playground at Dutterer Family Park, picnic tables at Westminster City Playground, and a meeting/party room, and kitchen at the Community Building. The Family Center houses a gym, wellness center, game/arcade room and showers, and offers aerobics classes and babysitting Westminster Municipal Pool, open daily from noon-7 PM Memorial Day to Labor Day, features an Olympic size pool, baby pool, water slide, and swim team; and offers swim lessons. Memberships are available to Westminster and Carroll County residents; daily admission is also offered. Westminster City Playground hosts tot, day, sport and CIT (Counselor in Training) camps during the summer. Special events include Westminster Fallfest activities include the Fallfest held at the end of September, and various other events held throughout the year to celebrate community and raise money for local not-for-profits.
