Oak Harbor's Park Division operates pocket, neighborhood and community parks, as well as a regional ball park. The parks collectively feature playgrounds, tot lots, picnic tables/benches/shelters, practice & game athletic fields (baseball/softball, soccer, football, multi-purpose), basketball, sand volleyball & tennis courts, open space areas and off-street parking. Two parks are connected by a green belt. Neil Water Tower is a historic landmark featuring a museum. Regional Ball Park features playgrounds on three tot lots, covered and open picnic facilities, little league baseball fields, baseball/softball fields, multiple-purpose/soccer fields, sand volleyball, basketball, handball & tennis courts horseshoe pits, an exercise course, paved trails, restrooms with showers and off-street parking. Fort Nugent Park offers sports fields, with future plans include for additional sports fields and practice area, trails, open space, playground area, restrooms, picnic shelters and sports courts. Ruth Cohen Memorial Park includes about three acres of wetland/natural areas with a pedestrian trail connecting surrounding neighborhoods to the park site. Fireside Park is planned for the future to meet the neighborhood park needs of the Fireside subdivisions. Beeksma-Gateway Park, an entry/gateway to the community, features extensive landscaping, plantings, benches, flag poles and a drinking fountain. City Beach Park offers shoreline picnic tables and barbecue pits with wind breaks, covered picnic facilities and kitchens for large groups, two accessory buildings, a windmill landmark, an exercise course, seasonal gardens, horseshoe pits, a boat launch, an RV park with 56 serviced sites and 30 non-serviced sites, a swimming lagoon with dock and slide, two wading pools, a 2,100 lineal feet segment of Oak Harbor Waterfront Trail and two public restrooms (one with showers), a gazebo and a covered outdoor barbecue pit. Volunteer/Skate Park houses the Oak Harbor Senior Center, John Vanderzicht Memorial Pool (operated by North Whidbey Parks and Recreation District) and a six acre community park with three Little League fields and a skateboard park. The 6 lane, 25 meter pool, located at 85 SE Jerome St, 360 675-7665, features a ball swing, 1 meter diving board, blow up octopus, hot tub, dry sauna, weight room, and party room. Flintstone Park/Mini Harbor offers a mini-pier for small visiting boats, a play car modeled after the Flintstones cartoon, restrooms and approximately 500 lineal feet of Oak Harbor Waterfront Trail. Hal Ramaley Memorial Park features picnic sites and seasonal gardens. Neil Park offers Holland Gardens. Oak Harbor Marina features a 420 boat facility, open seven days per week, with a capacity of 133 open and 183 covered slips, and 104 dry storage sheds, along with 1,000 feet of shoreline, a two acre community park, onshore and on-pier picnic facilities, sand volleyball courts, horseshoe pits and restrooms with showers. Freund Marsh includes open space wetlands, and will extend to Scenic Heights Road upon completion of the Waterfront Trail. Smith Park offers a gazebo, benches, picnic tables and playground equipment, as well as a significant stand of old growth Garry Oak trees. Heritage Way, a green belt with five varieties of street trees, serves as an entrance to downtown Oak Harbor that features commemorative plaques. VFW Memorial Park is a walk-in commemorative park dedicated to the Veteran’s of Foreign Wars that includes picnic tables, park benches, flag pole, and a view of Oak Harbor Bay and the Marina.

Recreation programs in Langley include Men's Open Gym for age 35+, Snowrider (Separate adult & youth programs) on Tuesdays in Jan-Feb, Running Under the Lights (youth must have parent permission), Archery for Adults, School's Out for Children in grades 1-6 (organized games, arts and crafts and outdoor activities), Youth sports (Girls Basketball for grades 2-8, Archery after school club, Dodgeball League, Tennis classes for Middle School children, Spring Tennis for Kids for grades K-5), Youth Snowrider for ages 10-17, Play & Learn Group (Parent/Child, ages 2-4), Creative Movement for Preschoolers, Spring Break Camp for ages 6-12, Emotional Freedom Techniques Workshop, parents of children ages 2-6, Kidz Love Soccer for ages 2-11, Skyhawk Sports (Soccer, Beginning Golf, Baseball, Mini-Hawks Multi Sport), Adaptive Recreation (Music, Song & Dance from Around the World), Music/Arts programs for children (Beginning Pottery, Intermediate Recorder), Explorations programs (Plant Identification-Northwest Natives, Plant & Tree Pruning for the Beginner, Tree Pruning/Removal-Intermediate Level) and Music Together (Parent/Child, Infant/Toddler/Preschooler).

Class/program locations include South Whidbey High School Gym, Stevens Pass, Mt. Baker, South Whidbey High School Track, Langley Middle School Gym, Primary School Gym, Trinity Lutheran Gym (18341 State Rte 525 in Freeland), Community Park, Southwest Primary School Gym, Intermediate School Music Room, Island Dance, 11042 State Rte 25. Recreation facilities in Langley include Community Park & the Sports Complex, which feature baseball & soccer fields, playgrounds, including one with a covered picnic area, skate park, miles of hiking and biking trails, parking next to the sports fields, concession stand in the main park area with vending machines at the Sports Complex and restrooms. The 6,300 square foot Skate/Bike Park, open to skate boards, BMX bikes, roller blades and scooters, features ledges and handrails and an open-ended bowl with a pyramid on the side and a small two-stair on the deck and, a step-up slope.
